Li Qiang Holds Talks with Finnish Prime Minister Petteri Orpo

On the afternoon of January 27, 2026, Premier Li Qiang of the State Council held talks with Finnish Prime Minister Petteri Orpo, who is on an official visit to China, at the Great Hall of the People in Beijing.

Li Qiang said that last year, China and Finland jointly celebrated the 75th anniversary of the establishment of diplomatic relations. This morning, President Xi Jinping held a meeting with Prime Minister Petteri Orpo, conducting a thorough review of the valuable experience gained from the sound and stable development of bilateral relations, and providing strategic guidance for further deepening China-Finland relations and cooperation. China is ready to work with Finland to carry forward the traditional friendship between the two countries, uphold mutual respect and equality, deepen and solidify the China-Finland future-oriented new-type cooperative partnership, and bring more benefits to the two peoples.

Li Qiang noted that this year kicks off China's 15th Five-Year Plan period. China is ready to further synergize development strategies with Finland, better leverage the complementary economic strengths, fully unleash the potential of bilateral trade, make good use of platforms such as the China-Finland Joint Committee on Scientific and Technological Cooperation and High-Tech Matchmaking Event, and deepen cooperation in areas such as telecommunication, clean technology, specialized vessel building, new-type urban development, and life and health, to achieve mutual benefit and win-win results at a higher level. China is also ready to import more high-quality products from Finland, encourage more Chinese companies to invest in Finland, and hopes that Finland will continue to provide a fair, just, and non-discriminatory business environment for Chinese enterprises there. The two sides should strengthen cooperation in tourism, language and vocational education, and sub-national and youth exchanges, to continuously enhance mutual understanding and friendship between the two peoples. At a time when global unilateralism and protectionism are on the rise and impacting the world economy, China and Finland should join hands to safeguard an open and cooperative international economic and trade order, uphold multilateralism and free trade, defend the multilateral trading system with the World Trade Organization at its core, and better share opportunities and achieve win-win outcomes through open cooperation. China hopes that Finland will play an active role in advancing the development of China-Europe relations.

Petteri Orpo stated that Finland-China relations have developed steadily over the long term, with continuous high-level exchanges and fruitful achievements in economic and trade cooperation between the two countries in recent years. China has made remarkable achievements in economic and social development as well as scientific and technological innovation, and plays an important role in international affairs. Finland is committed to deepening its relationship with China continuously and is ready to enhance high-level visits and exchanges at all levels, and uphold the principles of equality and mutual benefit to deepen practical cooperation in trade, investment, and other areas, as well as in people-to-people and cultural exchanges. The Finnish government welcomes Chinese companies to invest and do business in Finland and is willing to create a favorable environment for this. As the current international order is facing severe challenges, Finland is willing to work with China to enhance communication and coordination on multilateral affairs such as climate change and sustainable development, and to safeguard free trade and the multilateral trading system. Prior to the talks, Li Qiang held a welcome ceremony for Petteri Orpo at the North Hall of the Great Hall of the People.

Following the talks, the two heads of government jointly witnessed the signing of cooperation documents covering fields such as science and technology, housing and urban-rural development, customs, culture and tourism, economy and trade, and energy.
